Did not know that this was happening this year...
My first reaction was "Cool! It will nix the JGR bees from cranking out super fast times!" it always seemed that the 4 teams speed advantage would be killed by a team like the 11 [aka ... the moving roadblock] with a sub 10 second stop. Puts it all on execution and not equipment. BUT! Then it backfired on the 4 team. I was not a fan. I have always felt that if a "NASCAR" mandated/Supplied equipment fails and a previous spot can be determined... the Driver should be able to return to that spot. So, the 4 team struggled on the pit stop due to a failed part provided by NASCAR. He did exit the pits but lost 5 or so spots in the process. But, because he had to return to the pits to check the lugs "A SAFETY ISSUE", he lost even more spots on the restart. NASCAR should have let him back in where he was before he came back down to check the lugs.
I've seen this before... Mike Skinner had to pull off the track due to a malfunctioning camera. I'm sure there have been plenty of others.
I know... why cry over spilled milk. What if the 4 wasn't quite as fast and he got "stuck" in the back. What if it happened on the last pitstop? Seen it a 100 times where a driver gets a penalty and it kills their chance.

I dont have a problem with it but I can see the chit hitting the fan when the same car gets whacked with bad guns that cost them races. Could get ugly.

I think if there's an malfunction with a NASCAR issued piece of equipment you should get your spot back no questions asked. I felt at a minimum the 4 should have been in 6th after their pit road issue, not relegated to 19th because of something our of their control. Fortunately, it worked out for them in the end, but it's going to bite someone at some point.
